Seminar: Corruption in the Public sector: How to Identify Threats, Design and Implement Anti-Corruption Measures?

Objectives:
Anti-corruption measures in the public sector are widely discussed and there is a general consensus that professional ethics and integrity should be the cornerstone of new codes in EU Member States. Yet, despite the conventional praise for anti-corruption measures, implementation remains weak. The purpose of this seminar/workshop is to identity corruption threats, design national anti-corruption measures and to explore the obstacles of implementing new instruments to regulate norms and principles of professional standards. In order to illustrate issues associated with integrity risks and corruption threats, the seminar/workshop will draw on two practical examples from the areas most vulnerable to breaches in the public sector: human resource management/remuneration systems and public procurement. The seminar/workshop is led by professionals who are actively involved in designing and implementing anti-corruption strategies in the field of human resource management and public procurement. The participants will be actively involved, solving practical problems and discussing the seminar issues. They will be encouraged to share their views and professional experiences with one another.
 
The objectives of the seminar are threefold:

1. to bring together public officers and managers so that they can share their knowledge and the practical experience they have gained, and identify essential mutual cooperation issues;
2. to discuss the main challenges and opportunities of anti-corruption measures in the public sector;
3. to allow participants to share their knowledge and professional experience with respect to corruption, integrity and ethics in the public sectors within the context of the EU integration process.

Target Group:
This seminar/workshop is intended for officers and managers in the public sector from the EU Member States, candidate countries and beyond. It should be of interest to those who are involved in designing and implementing general codes of conduct and anti-corruption measures. It should also be of particular interest to policy makers and public officials in the HRM and public procurement sectors who deal with integrity and corruption issues and who would like to build up or refresh their knowledge on the subject matter.
 
Description and Method:
This two-day seminar/workshop will be run by Dr Pawel P. Mlicki – Dutch/Polish Senior Expert on anti-corruption and integrity, Adrian E. Kerr – Chief Executive from the Local Government Staff Commission in Northern Ireland, Wojciech Zielinski from the Polish Chancellery of the Prime Minister and Rob Schnepper – Head of the Public Procurement Department of the City Hall of Rotterdam. The experts will give a thorough introduction into the concept of anti-corruption and integrity and will then discuss corruption threats and integrity risks in human resource management and public procurement. Each subject will be explained through a theoretical presentation, illustrated by real examples, which will be followed by sub-group work. The course will be highly interactive, and delegates will be encouraged to share experiences and ask practical questions as much as possible. The seminar/workshop will be conducted in English only.
